How to become a provider of Adult, Community and Further Education Board funded courses
The ACFE Board purchases education and training program delivery from ACE organisations throughout Victoria.
To deliver Adult, Community and Further Education (ACFE) Board funded education and training in Victoria, an organisation must obtain a Certificate of Registration as an ACE Organisation with the ACFE Board. It must then negotiate a contract with the relevant Regional Council of ACFE to deliver education and training.
ACE organisation registration

The ACFE Board has developed guidelines relating to the eligibility of organisations to be registered as an ACE Organisation with the ACFE Board.
Registration as an ACE Organisation means that the organisation may be contracted by an ACFE Regional Council to deliver education and training. Contracted ACE organisations are termed ‘ACE providers’.
Registration does not guarantee funding. Registration of an ACE organisation is statewide.
The process for registration as an ACE Organisation is outlined in the document Guidelines and Criteria for Registration as an Adult Community Organisation with the ACFE Board (PDF 161 kb). It has been designed to be simple, equitable, transparent and consistent across the state.
ACE provider
At the point of contract, the ACFE Board requires the ACE organisation to undertake a Business Viability Assessment. This is a self-assessment process. The process is outlined in the document Guidelines for Assessing Business Viability of Adult Community Education Organisations (PDF 116 kb)
The Assessment forms a Schedule to the Purchasing and Performance Agreement, the principle mechanism by which the ACFE Board formalises its education and training purchasing arrangements with ACE Providers.
The contract to deliver ACFE Board funded education and training requires the completion of a Delivery Plan that references the Evidence Guide.
The emphasis in the contracting process is on self-assessment by ACE organisations, which is underpinned by performance monitoring and risk management strategies by Regional Councils of ACFE, the ACFE Board and the ACE organisation.

How to become a Registered Training Organisation (RTO)
To deliver nationally accredited courses in vocational education and training (VET), organisations must be Registered Training Organisations (RTOs).
ACE organisations can apply to the Victorian Registration and Qualifications Authority (VRQA) to become a Registered Training Organisation. An education and training organisation can become a RTO when the VRQA is satisfied that it is able to meet the Australian Quality Training Framework (AQTF 2007) Essential Standards for Registration.
The VRQA also registers providers that are not schools and want to deliver the Victorian Certificate of Education (VCE) and Victorian Certificate of Applied Learning (VCAL).
